Overflow during moderate rain
If gutters overflow in normal storms, they are either undersized, sloped incorrectly, or clogged. Any of those three will put water where it does not belong.
Peeling paint or staining on siding
Vertical staining below gutters means water is running over the back lip and down the siding. Usually caused by improper slope or a clog at the downspout.
